I believe what the author was attempting to suggest is that this period of low volatility may have given an indication that it is ready to end on Friday.

Take a look at this chart Cary:

Note that the VIX made a huge gap higher on Friday and that it failed to fall back much during the session. If Amateur Investor is right then the VIX only needs to continue higher this week to potentially result in a sinking market.

We will have to see a print above 23.47 on the index to make me a believer. A close above 23.47 could very well indicate a new period of higher volatility in the VIX. And if higher volatility means a higher VIX then it also means a lower SOX.
