The French, Russians and Germans refused to be steam-rollered into war. The US adopted a foreign policy -- regime change by invasion and took a "you're with us or you're against us" posture -- and that is the heart of the matter. The Bush approach could not possibly be accepted by Germany, Russia, France and China. The Bush Doctrine codified it. The Bush Doctrine is what is at issue. Congress was unwise to write Bush a blank check. The Security Council was wiser than that.
