The article isn't very specific on proposed changes for us retailer's. It talks about Hedge funds and Naked shorting but it does say the SEC will consider regulations that apply to anyone who shorts. Their goal is to stop/reduce market manipulation. (someone should mention all those insider buys/sells before a stock announces something)

They do quote the example of the Sensex (India's exchange) where they banned shorting after the market fell quite a bit. But it fell more and they eventually reversed the ban on shorting. I think that would happen here too but it would sure be a lopsided market in the mean time!
