q, the sad fact is that Republican administrations never seriously pushed energy conservation or higher energy taxes, so I am not holding my breath. And, I think, laws that mandate efficiency are less preferable than energy taxes that are guaranteed to remain high or increase into the future. The latter not only reflect better the costs of securing energy supplies from abroad, but also help create domestic alternative energy sources, thus helping the economy.

The best policy proposal I have seen has been Gore's proposal for energy taxes years ago, but it was quickly denounced by everybody and given a quick burial. If his proposals were enacted then, today we would have been well on our way to energy independence, we could have withdrawn our troops from SA years ago, 9/11 would never have happened ... It's nice to dream.
