If you read Hamre's report it is an excellent description of the current situation facing the Americans in Iraq. The hopeful sentences may be overweighed by the implied difficulties.
One of the things that Hamre states is that the CPA will require help from the UN and will require an enhanced coalition, there is no doubt he is referring to Canada <s>.
Countries like China, France, Germany and Russia all turned down the US at the start of the war. Countries that declined the US offer did so without having any indication that the intelligence used to launch the war was flawed. I do not think any of those countries will be willing to commit reconstruction resources to a war zone.

Canada has more oil than Saudi Arabia, Canadians are saving theirs for the future.
