The whole point of using proxies is to preserve deniability. If we cannot positively affix blame, it is less likely that we will strike.

The main thing, to me, is that the Times piece mostly supports the reasonability of the Administration's position, and the probability that the intelligence was pretty good, until the end game.

I will await the report of David Ray to see what they can establish in the long run.
