We must have discussed this topic before because I recall posting an anecdote from one of Uncle Sam's periodic budget crunches. I think it was the Superfund program that didn't get funding but the rest of the agency did. The question was whether to pay people working in the rest of the agency but not the Superfund people or pay no one to be fair. Obviously, they paid the people they could pay. And of course there were complaints about that not being fair. But I was party to that decision and it seemed pretty obvious to me that there was no reason to deprive the people we could pay just because we couldn't pay others. But not everyone thought it fair. The difference for me between that situation and the topic at hand is that the agency had zero option to include everyone whereas in this one we have a choice.
