Mostly a software change to the flight control system. There was a previous link here about its use 'in case of hijacking' as 'experimental' and not yet used, which would take over pilot control under certain conditions.

I agree, it sounds tricky, without cameras in front or something similar, but with a combination of radar (NORAD especially) and existing GPS onboard navigation telemetry, such an activity could be done with the right integration into a land-based operator console like the Predator has.

I understand NORAD happened to have such a "test" the same morning as the attacks.
