Rumps

The Progressive Conservatives have never claimed to represent Western Canada, which is a large part of Canada, much like Eastern Canada. Each regional area has it's own rump, the Alliance for the West, the Bloc for the East. The rumps are similar but the Eastern rump is limited to Quebec, whereas the Western rump is found in several provinces. The NDP and the PC party are both viable national alternatives, there has been little evidence to suggest that either the Alliance or the Bloc will be able to break out of rump status.

Your Canadian political outlook is limited, perhaps you have been focusing on the rumps to much. Here is a link to Elections Canada results showing the national breakdowns
