I doubt that they thought to make a full- blown assessment of infrastructure, and perhaps they did not have anyone close enough to those enterprises to get a good assessment. How would I know?

According to the latest article the suspected WMD's may be buried in a clerics garden. The equipment recovered from the scientist's garden was a centrifuge hidden during the Gulf War.
On a positive note, the British did definitely identify the trucks as balloon trucks that they sold to Saddam, so those two WMD's have been ruled out, back to digging in the clerics garden.

The Canadian position on Iraq was similar to many of the Security Council members. Even before the flawed intelligence was revealed those countries had said they were not going to war in Iraq with the US. The search for WMD's is important for the Administration but it is not going to rebuild anything nor will it change the position of countries that were opposed to the war in Iraq. The current US administration was quick to assign blame on George Tenet and the CIA, it didn't pan out but you have to wonder why they did that ? Do you think they were blaming George for the war or the bad intelligence ? Do you believe one of Hadley's office flunkies was responsible for the SOTU address ?
These questions all have answers you know. Here is another answer "How am I supposed to know ?
Residents of the United States and Britain need to do their own DD.

I personally don't think they could do so but if you think they could, I won't argue the point.
