Active isn't that complex of term. The program was running and was moving towards production of more nuclear weapons (they
apparently have a couple already maybe more).


How quickly people forget that until the state of the union address their nuclear reactor was inactive and we still had international inspectors there. Let me challenge another of your statements...we only know that they have a "couple" already because the press reported it and no one, not our folks nor NK, confirmed nor dispelled this information. Is it possible ( I think likely) that after the axis of evil designation, NK's intent has been to allow the US to believe that they have weapons. There are interesting implications about this...the first being that I am sure after all the bellicose talk by our adminstration the NKans felt the need for a deterrent (or the impression of one) to buy time , and the second is that it would mean that the Carter agreement, so maligned here, actually kept them in their box for 8 years, and had we lived up to our side of the agreement (and I think both Clinton and bush faile to do so), we would have a better chance at improved relations, help for their people and certainly not the crisis we seem to have today.
