I see that this month's Foreign Affairs contains an article that also uses the phrase "crisis in Iraq" to describe the current reconstruction effort.
It is an explanation of the current situation in the security spheres that suffered the most damage from the precipitous action of the US/UK coalition. For thread readers who do not have a subscription to Foreign Affairs the article can only be partially read on the FA website.

This article could have been called The Backdown Principle. It makes very good reading if you are an American or a Briton who wishes to do some serious DD. It points out the problems in Iraq, the botched diplomacy of the current US administration in regards to the war and "highly dubious" (read false/forged) nature of the intelligence used to launch the war.
