it's just hard to believe that a person with that job, at that salary (which is significant for
a "public servant") can't pass a proficiency test.


It's clear you don't have any kids in public school. It amazes me that people who are in the business of teaching our kids can't even craft a sentence or clearly and concisely convey an idea.

[I know, I know, this is a gross generalization]
