It depends. We don't do it in the US. Prions don't seem to be broken down by the heat of cooking. I do know of a plant that cooks contaminated animal and grain products but they ship the resulting feed to places like South America and Canada.

In the US we have more than enough grain and hay to feed our meat animals. The meat producers I know mix their own beans and corn and raise their own hay for food. I know a guy who worked at Monforts in Greely, Colorado and they ran 3 trucks that were like cement mixers 24 hours a day to feed the cattle. Beet tops and corn to finish them to slaughter weight.
