The early Reform years or Reshaping the Alliance Canadian voters have extremely long memories. The initial damage caused by several Reform members (there were some high profile oustings) have never been forgotten. As long as the Alliance sticks in things like (Parliament not the courts), they will never get elected by eastern Canadians. The Alliance appeals to western Canadians, they have never seen any utility in bilingualism whereas eastern Canadians have adopted that idea.
