Early in the war the Japanese where winning battles left and right. Wake was attacked Dec '41. If we did reinforce we probably would have just lost more. A better bet might have been to try to evacuate but Japan did have naval superiority at the time. Still at least that risk probably should have been made, but it was a tough an confusing time for our military and as you said contact had been lost. I can view it as a mistake, even a tragic mistake but I don't really see it as a particularly strong example of the American military not caring about human life, either in general or the lives of those serving in our armed forces.
