I think Wolfowitz showed the true picture.

Some in the administration wanted to profit from oil or contracting, some wanted to jump start the mid term elections, and some wanted to reposition Israel in the Middle East. I truly think that Bush Jr. played the part of an empty head of hair and therefore no coherent or complete policy was ever constructed. There was no central motivation or synthesis of the various parts, just a vague idea that everyone would welcome the elimination of Saddam Hussein and it would somehow further the individual goals.
