Facts and evidence in UN reports , Intelligence reports, and past actions of Saddam which are all overwhelmingly in favor of a conclusion that Saddam did have WMD's and WMD programs of some form.

We are still waiting, though, for facts and evidence to suggest that the overall threat Saddam posed was anything even remotely close to what it was claimed to be before the war.

Back then it was "If we don't move now Saddam will take over the Gulf". Now it's "we're sure he had some weapons programs".

Bit of difference there.

"Looking at the scene, a person could stand on a foot of dirt on top of a buried plastic barrel of chemicals and not be able to detect it with a metal detector."

A MIG 25 buried under a plastic barrel? "It" in your sentence refers to something metal. How big is your barrel of chemicals? How do you think the MIG was detected?
