What is the rationale behind the Japanese carriers?

If I understand correctly, they are considering building two smaller, about the size of our amphibious support carriers, probably to support helicopter and amphibious operations, as well as limited air support missions...

They certainly aren't anything comparable to the carriers the US possesses..

But I'm sure the very thought of building something that can be considered "offensive" is disturbing both to Bejing and Pyongyang..

It could be a "pawn" to be sacrificed in exchange for concessions to Japan, or it could be the first signs of what I expect to be a return to some level of militarism within the Japanese government as their economic problems continue to exist...

After all, if you're going to deficit spend, they might figure it to be worthwhile to do it building a navy and maintaining their shipbuilding industry.
