Janes is a good source of numbers and facts. Interpretation of meaning cuts many ways. They call it imperial overstretch and fatigue. I call it 8 years of clinton cuts fatigue. The giddy world of mr. bill, monica's lollipop did not see the threat of a 9-11 attack and what would be required to counter that threat. Technology is a potent factor in increasing the productivity of the Military. It has made the cut problems less, but the numbers still required was underestimated. Training to become a bigger soldier takes time and modest pain. The quick expansion required costs much more than the saving of past cuts.
