Well, actually this is nothing in the larger scheme of things. The greater and most significant trend is the emergence of highly skilled Indian workers who actually live in India at a very low cost of living, relative to America, and who are establishing outsourcing businesses to handle some of the most intimate transactions in American industry. Some 500,000 highly paid jobs are being exported to India as you read this, and the trend is expected to accelerate with no foreseeable end in sight.

The L1 is not the issue here. The issue, as usual, is more philosophical than this. On one hand there are Americans who think Americans, including their businesses, ought to have some built-in loyalty to the American worker. On the other hand are Americans who think the only true loyalty is to money. I'm not here judging which is the correct view, though I have my opinion on it. But that is the issue underlying the L1 question, and banning or accepting the L1 visa will not make one bit of difference until this issue is resolved. The L1 has simply done its job of creating temporarily cheap labor for certain industries. It has been quite useful in displacing the more expensive American worker.
