well he has embarked on some terrible deficit spending at just the wrong time, but fundamentally you are right -- excesses started builing up even prior to bubba -- face it -- presidents don't have much to do with it anyway.

Mike, Agreed on Greenscam, but the silly tax cuts and deficit spending have given the decline a booster shot.
