Not tuned in depth into California politics , but more into NY. I think former president Nixon found out price controls don't work.

For the sake of clear thinking and even sanity, you've GOT to stop calling that dog's lunch DEREGULATION. What California did was rewrite the REGULATIONS the way the crooks and morons wanted it written.

But when they were done, the energy industry was as or more regulated than it was before.
