Good of you to notice that, perhaps you'll notice that the report you posted is from the House and as such will not contain comments from others than Representatives.
As far as North Korea goes, Bush is doing a good job at blustering; first with his axis of evil speech which insured a negative response from NK and later with his refusal to negotiate directly with NK.
Yes, I think you pay Bush's salary to bluster, alienate friends, and generally cause international havoc(failure to get bin-Laden, rejection of the ICC, rejection of Kyoto, rejection of ABM treaty, star wars II program). Not to mention that you are paying him to increase the deficit and increase consumer debt thanks to tax reductions as well as increase unemployment.
