ROTFLOL... if one understands anything about tech, one knows that only the US has the ability to work on Nuclear Weapon advances at an insignificant fraction of GDP. And the weapons being discussed give no-one any real advantage in attacking the US. These weapons are so specific that they only would deter skanks who hide in the ground.

Sane leaders know that being safe underground is idiotic to try as the entire country above is destroyed.

Only insane leaders need be afraid. And in that mr. gore is not President, no major nation with nuclear weapons is being run by an insane leader.
