I am not sure what meaning your meaning has in reference to Alliance policy, it's merits to attract eastern voters or the ability of a Bay Street slick to protect Saskatchewan have-nots. The West is not rich, Alberta is, not BC, not Saskatchewan, not Manitoba and rich is relative. The GDP of Ontario surpasses that of all the Western provinces and the Territories combined, Quebec is Canada's second largest provincial economy. Ontario and Quebec represent about 65% of Canada's people between them. Ontario is rich, Alberta is rich, almost everyone else is poor and they know it, the exception is British Columbia, BC believes they are rich.

The eastern voters are not encompassed by the editorial opinions of a few newspapers. Eastern Canadians do not vote for the Alliance. You are correct, it is the Alliance policy that is inimical, it is however inimical to most of Eastern Canada, not just the Atkinsons.
