As far as that motivation claim, which I am sure you did not witness yourself but you overheard from somewhere- it is patently UNTRUE. The tech companies who are the stars now were built by americans not foreigners in the mid 90s at the latest. This includes Oracle and msft. No foreigners built those companies. I know from personal experience that local people (if you can get them) are better than offshores for sure.

Don't despair Laura! We will get some new cutting edge stuff going and the new things always need local talent. Just need another year or so if people can hold on. The reason Oracle can offshore so much now, is because they are still doing the same thing they did years ago. Google doesn't offshore anybody for example, or any of the new web companies really.
