Simple truths from George Soros
"The Bush administration is deliberately fostering fear because it helps to keep the nation lined up behind the president. We have come a long way from Franklin Delano Roosevelt, who said that we have nothing to fear but fear itself."

"Terrorism is the ideal enemy because it is already invisible and therefore never disappears.... That is particularly useful when the prevailing ideology is based on the unabashed pursuit of self-interest. "

However, Soros is being too kind:

"The Bush doctrine two classes of sovereignty: the sovereignty of the United States, which takes precedence over international treaties and obligations, and the sovereignty of all other states, which is subject to the Bush doctrine. This is reminiscent of George Orwell's Animal Farm: All animals are equal but some are more equal than others."

In fact, the Bush Doctrine simply and clearly proposes destruction of any sovereignty whatever, and plans for a world with laws dictated strictly by the neocons currently in power. Only those insiders who are in power with access to secrets of deployment are entitled to rule. Neither sovereign citizens nor other countries are to be honored in law or custom, and all are subject to totalitarian rules and secret arrest and execution at the whim of the single individual executive in the White House.
