If the people aren't allowed to vote for it, the will of the people is no more meaningful than the noises that come out of a box full of puppies. Jefferson didn't think so, he thought the gov't should be overthrown now and then. That's what appears to be happening now in the groundswell of protest. If 80% of the people oppose Bush and want another choice, but the polls and electronic voting machines show otherwise, you'll see a people's revolt that will force Congress to find its backbone and take its rightful power back. This takes the kind of grass-roots campaigning that is going on now, letters, emails, faxes, rallies, etc., to influence legislation, scare politicians, encourage whistleblowers to disclose official crimes, etc. Hopefully, it'll just be voting that sets the ship of state right. If not, it'll be much more complicated, expensive and unfortunate.
