Building a penetrating bunker buster that goes off like an underground test and convinces others they cannot hide underground makes perfect sense to me. The idea we may have them or will have them is FUD and makes perfect sense. And the fact that PRESIDENT GEORGE W. BUSH does not bluff is the definition of deterrence. This in just yesterday.
