Um, Maurice, have you ever heard of a little entity called the Federal Government? Complete with executive, legislative and judicial branches, with powers invested by the Constitution.

The missing link is simply the political will to form the simple federation which would comprise the NUN. That's an easy step and I'd say most people on this planet are already in favour of it

Give a your statement a bit more thought here, and you will recognize that it exactly what the USA is all about. Reason prevails over political doctrines at the voting booths, individual ambitions are limited by a two-term Presidency and the losing Parties ambitions are crushed by a defeat.
No tribe of whatever nature,of Jews, Vietnamese, blacks, Mormons, Indians , Mexicans, Irish , or even a tribe of rich people like Bill Gates and Warren Buffett have the final say in matters of this government.
Perhaps not altogether a triumph, But certainly one of the best ways to run a railroad the world has yet witnessed
