Here's a detailed essay on media control for the past many decades. It has only increased since the days of Frank Weisner and CD Jackson, who pioneered political manipulation of the population through covert media control.

All that's needed to release secret media control, and rip the hands of gov't insiders from the around the neck of American audiences, is disclosure. That would create transparency and a variety of ownership.

It needs to be made a felony for anyone to use public funds to secretly influence public media.

Your idea of "ratings" misses the point -- decisions on planting or suppressing stories don't effect ratings. We've seen with Clear Channel that monopoly-level control over ad space multiplies profits nicely, and can be milked simply with sensationalist programming. And profits are great -- the problem is in practice, since there is central content control, even if "popular", which means fewer voices on the public's airwaves.
