Just because an area of Iraq was under a "no fly zone", doesn't mean that the area was not under the control of Saddam - Unless you seem to think that Southern Iraq, has been basking in freedom this past 10 years. To do as you suggest (a UN partition), would still require an invasion (an invasion that the French had already stated that they would veto).

I have already outlined my view of what would have been a saner approach on SI.
Using areas of Iraq already out of saddam's sphere of influence an entity recognized as "Free Iraq" (or whatever name suits) could have been established. saddam's Iraq would no longer be recognized. Those areas could have grown, geographically, politically and economically in a way that would gradually reduce saddam's influence to 0 throughout Iraq."
