Phase One, which is supposed to have already happened, includes:

Israel takes all necessary steps to help normalize Palestinian life. Israel withdraws from Palestinian areas occupied from September 28, 2000 and the two sides restore the status quo that existed at that time, as security performance and cooperation progress. Israel also freezes all settlement activity, consistent with the Mitchell report. haaretzdaily.com

Israel has not fulfilled any of these requirements. They have not frozen all settlement activity (unless you use a very creative re-definition of the word "all"). The status quo as of 3 years ago does not include a Wall that annexes 58% of the West Bank to Israel. Ask the citizens of Qualqilya whether their life has been "normalized", now that they are imprisoned in their tiny ghetto, with Walls and checkpoints on all sides.

While we're on the subject of Israeli non-performance with their promises, the Road Map also commits Israel to:

...an immediate end to violence against Palestinians everywhere... (same link)

Yet they continue their policy of assassinations. Palestinians continue to die, daily, by Israeli state-supported terrorism.

No, the Palestinians have not totally ended all violence against Israelis. And they certainly have not unilaterally disarmed, or engaged in the civil war that Sharon hopes for. But an objective analysis says they have complied with the Road Map much more than Israel has.
