At the very least we can demonstrate that a lot of people are hollering before they're hurt. Sometimes you have to do that. If more people had hollered more effectively before 9/11, a lot of people might not have gotten hurt. Of course, if the FBI had arrested 19 arabs in August before the attack and charged them with planning terrorist acts, when all the weapons they had were box cutters, some people would surely have hollered discrimination, racial profiling, violation of their civil rights, and the like. Sometimes it's better to err on the side of protection, and not wait to see how bad a situation might get, because by that time it may be too late.
