Rascal: I could not open the link you posted. You can be certain though that our President is looking after the best interests of the American taxpayer and the Iraqi's who wont have a stable enough legal system to attract investment for years.

I am not a lawyer, but I have negotiated multimillion dollar contracts for long term business in foreign countries. So I am aware that investors will need substantial incentives to get the economy rolling in Iraq and off of the American taxpayers back.

Everyday private capital is not entering Iraq is another day on our backs.

So I would not touch CVX XOM or BP, but I own / trade companies such as WFT BJS NBR HAL are service companies that can sell services to Iraq and not have to make major investments in the country.
