The H1-Bs here now can stay though. Prior to the enlargement of the program in the late 90s, I always thought the H1-B program was a benefit to the US. I no longer think that, these visas are being abused now by large corps imho.

Funny thing, I noticed a month or so ago that Oracle had an unusual number of job listings for a company that was essentially moving their entire operations to india. Maybe they got wind of this impending legislation. I suspect most of their employee base in some R&D areas is H1-B.

BTW the congress.org website is a good place to write your congressperson on the matter. This visa issue is so hot though, I suspect these 2 bills had support in congress before they were written. Dianne Feinstein has made some rather derogatory comments regarding how CEOs sold her on the Visa cap extension in 2000.
