I guess it depends on whether they've had any direct exposure to the Trudeau dream. Everyone on the fed. payroll fully bilingual, so you can be lost in Chibougamou and find someone to give you English directions. The practical side of it, that someone providing outstanding postal services in Biggar, Sask. for 30 years could lose their contract because they don't speak French, doesn't seem compelling, I guess.

The reality is that, barring an aptitude for other languages, many people who aren't exposed to French in their daily lives have a tremendously difficult time attaining acceptable fluency. Hence you turn the civil service over to Montrealers.

Reminds me of Joe Clark, who in university had to choose between studying Economics or French. The rest is history.
