You should be one of the last people, I would think, to deny the need for action to protect resources before they are irretrivably damaged.

The point is how sure you are that there will be damage. And how irretrievable it will be. I do not object to being proactive, not at all. I simply don't foresee the damage that you imagine. I simply don't.

Regarding hindsight, I'm reminded of all the hysteria about letting HIV kids attend schools. Do you remember that? The majority, in it's infinite wisdom, would probably have killed all those kids just to keep them out of the schools. Yes, they were just trying to protect the children. Always a good excuse...

Heck, if you wait until the actual harm has occurred before acting, half the regulations the EPA, OSHA, etc. pass are unjustified.

One might argue that half of the regulations they pass are unjustified anyway...
