Honestly, I cannot say I have much to add to the info available on the net re legal stuff in Monaco. My interaction with state bodies has been minimal - just when I applied for residency, bought & sold my car, etc. All I can say is that the Monegasque state is VERY efficient, and highly computerized. My impression is that people living here are happy with their rights, and the way the state is treating them. The place works like an immaculate little Swiss clock. There is no bureaucracy, no waiting in lines, no dues to be paid to the government - things like getting a licence plate for your car happen in minutes. The police is always very respectful (they tip their hats before talking to you when you ask a question :-)

I have no idea what you mean by "meritocracy". There would of course be "favourites" - friends of the Prince, etc.

By the way, casino revenues are not a major part of Monaco's revenues. About 20%, if I recall correctly. The most important revenue item is the Value Added Tax, which I actually like better than income tax - tax people on what they consume, not what they earn. And tax the tourists :-)

20 % State-run monopolies.
(Stamps-Issuing Office, Monaco State Tobacco Company, Telecom, Post Office)

7 % Monopolies subcontracted by the State.
(Electricity , Gas, Water and Gambling)
