The hydrate reserves are huge and renewable there are various ways of extracting / harvesting the methane from the sea floor, but more R&D is needed.

The rewards are huge and it should not be technically as difficult as one may think. After all they tried much more riskier projects to generate energy than that. Hot fusion for example ..... bringing the sun on earth

Nuclear reactors, for example are very complicated but France is able to produce most of it's energy needs safely from nuclear reactors.

There is no reason why the US could not start building again, new nuclear reactors and operate them like France ..... IMHO I, speculate that the oil and coal lobby are opposing also this venue with the help of those you mentioned in the last line of your post.
