It's not a conspiracy, because it's in the open, a group of people with similar ideas, pushing a consistent policy, a policy which they laid out in detail before coming to power. They all worked for the same think tanks before 2000, they all said the same things. Make a list of the decision-makers in the present Administration. All of them had ties to NeoCon organizations, before this Administration, except for Powell (who has been marginalized). Oh, another exception is Bush himself, but I don't count him as a decision-maker.
