In 2002, the 30 industrial nations of the Organization for Economic Cooperation and Development spent $311 billion on domestic agricultural subsidies, which is more than the combined gross domestic products of all the countries of sub-Saharan Africa.

The World Bank calculated that the European Union's annual subsidy to dairy farmers comes out to $913 per cow; this dwarfs sub-Saharan Africa's per capita gross domestic product of $490.

It is completely inconsistent for the United States and Europe to preach the virtues of capitalism and open markets while using statist policies to strip struggling countries of one of their few comparative trade advantages.

In addition, agricultural subsidies undermine U.S. security. One lesson of Sept. 11 is that America needs to relieve poverty in the failed states that become recruiting grounds for terrorists. "Persistent poverty and oppression can lead to hopelessness and despair," said President George W. Bush last March. "These failed states can become havens for terror."
