the best you can do is change over the people as often as possible to make the new ones figure out how to steal Sunshine is a most powerful disinfectant. Also by cutting every dept by 50% would create less oppty to steal, LOL! A nice, fat taxpayer revolt, until the accounting for that "missing" $2 TRILLION in DOD funds is a start. Watch them squirm as taxpayers demand accountability. Since no politician or bureaucrat would sanction that, they would all be against it, it would be purely Big Gov't vs the People. Oh, wait, they can declare martial law, and if they didn't have reasons to, they'd create them. For $2 trillion you can find a lot of people to do anything.
