Blix made an issue of unaccounted for material. That was the basis of suspicion, not Anglo- American intelligence. Although he used the language of diplomacy in hoping that Iraq would resolve outstanding questions, he acknowledged that their excuses implausible.

If they were going outside of UN parameters, there was plenty wrong with the kind of upgrade alleged.

There was no purely independent group. No intelligence estimate was forwarded without the usual vetting process. Everyone had their say, and there was occasional disagreement. Emphasis had been made on the most controversial points, but they were details against the larger background. For example, the range of possibility for a nuclear capacity was generally given at between 1 and 5 years. That is not terrifically alarmist, frankly.

I think we must agree to disagree on the usefulness of inspections.

I agree that there are many ways to skin a cat. However, I think that we chose the best way, if we wish to make progress in diplomacy with other rogue states, and if we wish to untangle the morass in the Middle East. I doubt that there would be so much democratic unrest in Iran if it were not for our actions, and I doubt that North Korea would have agreed to multi- lateral talks without it. I am sure that there would be no progress on the Israeli/Palestinian situation without knocking out Saddam.

David Ray is supposedly putting together a summary of his findings up to this point, for September. I await such a presentation........
