I think the free market is very good at sorting those issues out . We don't need govt legislation for that.
For instance I don't think Cisco will be outsourcing the development of the routing protocols like BGP4 etc that
make up the guts of IOS. Thats going to remain in San
Jose.

The time has long past for data movers without advanced math or science degrees to take a serious pay cut. It is simply a function of supply and demand.
