Excluding the one-time losses of his country and sons, Saddam Hussein had a good quarter on a pro forma basis. On a recently released tape, the voice of "Saddam" had an optimistic tone and raised expectations for improved resistance against the infidels. Signs of a nascent recovery for the Hussein regime, and while valuation levels suggest that a full restoration has already been priced in, the recent resignation by Taylor leaves little competition for the money of dictator investors, so we believe Saddam can continue moving higher. Therefore, we are upgrading Saddam to "buy" from "attractive."
