I just posted a short bit to wstera, who posted this as well. It's clear where FIRE is in this debate, whatever FIRE is, but it's less clear about the meaning of the statement. To some degree, it's boilerplate, i.e., no conflict with the first amendment. No one has ever argued there was. We'll just have to wait and see how this one shakes out.

It's much too early to tell whether it means nothing or something and if it means something what will happen.
