I believe that their culture, one that subjugates women, confuses religion with politics, is locked in a psuedo caste system whereby power by a few is fully accepted by the many. Sure they will accept the government that the US puts in place, so long as the US is there to keep it propped up. But in the vacuum left by the US a new crew of Saddam wannabes will crop up and try to topple the shamocracy left by the US. For an example of how well this will work in Iraq, look at what is going on in Afghanistan. Warlords have quickly regained control of the country. Karzi has a small enclave of control in Kabul, but the rest of the country is now ripe for a re-emergence of the Taliban. This pre-emptive unilateral military policy where our forces are spread thin is not the answer. We are now going to have to engage in phase 2 of this crazy policy, which is Nation Building in two countries, and all to be done on the backs of the middle class tax payer in the US. We now have no support from the rest of the world. We squandered the good will resulting from 9-11. And now stand alone in the world. We are poorer, and less safe for these efforts.
