No, I read what I read. That statement could be nothing but a way the Bush folk try to keep their further right wing satisfied but with no serious policy implications--see the sentences about lack of conflict with first amendment rights. That's simply saying apple pie. It could be something more serious and we'll all know whether it is as colleges start up and publications like the Chronicle begin to look it over.

However, my first take is that it's only political spin; not serious policy. Since no one I've ever read on this argues they want to violate first amendment rights.
